The University of Virginia has partnered with Comcast Business to address longstanding cellular coverage gaps across its historic Charlottesville campus through a newly deployed private wireless network. The system leverages Citizens Broadband Radio Service (CBRS) spectrum to deliver enhanced connectivity for students, faculty, and visitors without requiring any action from users.
The private wireless network operates as a Neutral Host platform, supporting multiple wireless carriers and service providers simultaneously. Users automatically connect to the network regardless of their mobile carrier, with the system integrating directly with major cellular operators. This approach eliminates the need for users to take any special steps to access the enhanced coverage.
The deployment specifically targets areas that have historically experienced poor cellular reception, including UVA’s 19th-century buildings and crowded public spaces. The system provides high-performance cellular voice and data services in challenging indoor environments and high-traffic areas where traditional coverage has been problematic.
Comcast’s solution incorporates Multi-Operator Core Network (MOCN) capabilities, ensuring reliable access for voice, data, and video applications across various devices. The network utilizes cloud infrastructure and advanced wireless equipment, allowing it to scale easily to accommodate UVA’s growing bandwidth requirements.
“The beauty of this solution is the user doesn’t have to do anything,” said Justin Markle, senior vice president of wireless partnerships and development for Comcast. “We partner with major carriers so users automatically connect, like they were connecting to a tower of that carrier.”
The implementation represents a cost-effective alternative to traditional Distributed Antenna System (DAS) networks. Comcast expects to offer this solution at a lower cost while providing comparable or superior performance. The collaboration also demonstrates potential applications for emergency communications in hard-to-reach areas.

The network’s Neutral Host architecture allows it to support multiple carriers simultaneously, creating a unified connectivity experience across the campus. This approach eliminates the fragmentation that often occurs when different carriers provide varying levels of coverage in different areas of a large facility.
